In response to a Freedom of Information (FOI) request dated 31 July 2023, the regulator declined to outline its precise checks and procedures, instead pointing to existing public documentation about licensing requirements.

Gamblers in the UK rely on the Commission to ensure that all gaming machines, from terminals in betting shops to quiz machines in pubs, are fair and operate according to strict technical standards. The FOI request sought to understand the practical steps the UKGC takes to verify this, such as the frequency and nature of inspections or data analysis. The request asked for "full details of how the GC monitors FOBT in bookies as well as similar machines in Wetherspoon etc. Including, what checks are performed?"

Rather than providing a description of its monitoring process, the UKGC's response stated that the information was exempt under Section 21 of the FOIA, which applies when information is "reasonably accessible elsewhere." The Commission then provided links to general guidance on its website, including:

  • Licence Conditions and Codes of Practice (LCCP): The set of rules that all licensed gambling operators must follow.
  • Gaming Machine Categories: Information defining the different types of machines and their permitted stakes and prizes.
  • Specific LCCP Conditions: Rules requiring operators to comply with technical standards and provide the Commission with access to their premises for compliance checks.

These documents outline the responsibilities of the operator to ensure their machines are fair and compliant. However, they do not answer the core question of how the Commission itself monitors that compliance on an ongoing basis.
