A Freedom of Information (FOI) disclosure has revealed that the UK Gambling Commission's (UKGC) expenditure on office supplies and associated products increased by over 320% in the last financial year.

The data, released following a request made on 18 May 2024, provides a transparent look into the regulator's operational spending.

Context: Why This Data Matters

The UK Gambling Commission is the public body responsible for regulating commercial gambling in Great Britain. It is funded primarily through licence fees paid by the gambling operators it oversees. As a publicly accountable organisation, its spending and procurement practices are subject to public scrutiny. Tracking this expenditure helps consumers and industry stakeholders understand how the regulator allocates its resources.

Breakdown of the Spending

According to the FOI response, the Commission's spending on office supplies saw a sharp rise between the last two financial years:

  • 1 April 2022 – 31 March 2023: £3,396.85
  • 1 April 2023 – 31 March 2024: £14,293.61

This represents an increase of £10,896.76, or approximately 320.8%, in a single 12-month period. The FOI response does not provide an explanation for this significant increase in expenditure.

Contract and Supplier Details

The disclosure also provided details on the Commission's current contract for these supplies:

  • Incumbent Supplier: Banner Business Supplies
  • Supplier Relationship: The UKGC has traded with this supplier since 2012.
  • Contract Start Date: 4 January 2021
  • Contract End Date: 3 January 2025

The current contract, which was established under the Crown Commercial Services Framework Agreement, does not contain an extension clause. The UKGC confirmed that a decision has been made to re-procure the contract, which will likely be purchased under the prevailing Crown Commercial Services Framework for stationery.

The senior officer responsible for the contract outside of the procurement department was identified by their job title, Procurement Manager.

Significance and Transparency

This FOI disclosure highlights the transparency mechanism that allows the public to monitor the spending of regulatory bodies like the Gambling Commission. While the figures relate to a relatively small area of the UKGC's overall budget, the substantial year-on-year increase raises questions about operational changes or purchasing strategies within the organisation.

The upcoming re-procurement of the contract in early 2025 presents an opportunity for the Commission to review its office supply needs and secure a new agreement. The process will be managed through the government's established procurement frameworks, designed to ensure value for money.
