Regulator Lacks Data on Lottery Winners' Purchase Habits

The UK Gambling Commission (UKGC) does not hold any data on whether National Lottery winners bought their tickets online or in a physical store. This was confirmed in a response to a Freedom of Information (FOI) request published by the regulator.

The request, dated 14 September 2023, asked for a breakdown of winning tickets since October 2015. The applicant sought to understand the method of purchase (online vs. in-store) and the format of the ticket (single line vs. multiple lines).

In its official response, the UKGC stated: "I can confirm that no information is held by the Gambling Commission regarding the method of purchase or format of winning lottery tickets."

Why This Data Matters

For consumers, understanding trends in how jackpots are won is a point of significant interest. While the statistical odds of winning the National Lottery remain the same regardless of how a ticket is purchased, data on winning methods could illuminate shifts in player behaviour, such as the ongoing transition from retail to online gambling.

The absence of this data at the regulatory level means that consumers and researchers cannot independently verify trends or analyse patterns in lottery wins. Any statistics on this subject must come directly from the National Lottery operator itself, rather than the organisation responsible for regulating it.

Details of the FOI Request

The request submitted to the Gambling Commission sought specific details on lottery winners over a multi-year period. The key points requested were:

  • Winner Data: Details of winners from October 2015, or at least for the last five years.
  • Purchase Method: A breakdown of whether winning tickets were purchased online or as physical tickets in a shop.
  • Ticket Format: Information on whether the wins came from single-line or multi-line plays on a single ticket.

The UKGC's response, "Information not held," is a standard outcome under the Freedom of Information Act 2000. It signifies that the public body does not collect, maintain, or have access to the requested information as part of its regulatory functions. This is distinct from a refusal, where a public body holds the information but has a legal reason to withhold it.

Significance for the Industry

The disclosure highlights a specific gap in the data collected by the UK's gambling regulator concerning the country's single largest gambling product. While the UKGC's remit focuses on ensuring lotteries are run fairly and players are protected, this response indicates that granular data on player purchasing habits for winning tickets is not part of its current oversight.

This places the responsibility for transparency on this matter squarely with the lottery operator. Without regulatory-held data, any analysis of the split between online and retail winners remains dependent on information voluntarily released by the operator.
