A Freedom of Information (FOI) request has revealed that the UK Gambling Commission (UKGC) does not hold any data on the ethnicity of National Lottery winners who have claimed prizes of more than £50,000.

The response from the regulator confirms a significant gap in the demographic data it collects, making it impossible to analyse the ethnic profile of major lottery winners through official channels.

The Request and Response

Submitted on 15 July 2025, the FOI request asked for a "comprehensive breakdown of the total numbers relating to the ethnicity of claimants" who won over £50,000 in the 2014/2015 or 2015/2016 financial years. The request listed the detailed ethnicity categories used in the UK census, seeking specific figures for each group.

In its official response, the Gambling Commission stated simply: "The Gambling Commission can confirm that no information is held falling within the scope of your request."

This outcome, categorised as "Information not held," is distinct from a refusal to provide data. It signifies that the UKGC did not collect or store this information in the first place, rather than withholding existing data for legal or privacy reasons.

Why This Data Matters

For consumers and researchers, demographic data provides crucial insights into the social impact and reach of gambling products like the National Lottery. Information on the ethnicity of major prize winners could be used to:

  • Analyse whether winnings are distributed proportionately across the UK's diverse population.
  • Understand demographic trends in participation and success in high-stakes prize draws.
  • Inform public policy and regulatory oversight regarding the lottery's role in different communities.

Without this data, any discussion about the ethnic distribution of lottery winnings remains speculative. It prevents an evidence-based understanding of who benefits from the National Lottery's largest prize tiers.

A Gap in Regulatory Data

The Commission's response highlights a blind spot in the data available for regulatory and public scrutiny. While the National Lottery operator, Allwyn, may collect such data for its own marketing or operational purposes, this FOI response confirms it is not held by the industry regulator for the period requested.

This lack of centrally held information prevents independent analysis of the socio-demographic impact of one of the UK's most popular gambling products. For consumers seeking transparency in the gambling industry, this absence of data raises questions about the scope of information regulators use to oversee operator performance and social responsibility.
