A Freedom of Information (FOI) request has revealed that the UK Gambling Commission (UKGC) does not hold a corporate organisational chart for the betting brand 8XBet. The response clarifies that the regulator's oversight is focused on the primary licence holder, not its white label partners.

This disclosure highlights a crucial aspect of the UK's licensing framework that consumers should understand: not every brand a customer bets with is directly licensed by the UKGC. Many operate as 'white labels', using the licence and platform of another, fully-licensed company.

The White Label Structure

In its response, the UKGC stated that 8XBet is not a direct licensee. Instead, it is a "white label partner of a licensee, account 38898 TGP Europe Limited."

This means that 8XBet, while being the consumer-facing brand, operates in the UK market under the legal and regulatory umbrella of TGP Europe Limited. The Commission's direct regulatory relationship, including the collection of detailed corporate information, is with TGP Europe, not with 8XBet itself.

Details of the FOI Request

The request, dated 2 September 2023, specifically asked for a "Corporate organisational chart pertaining to 8XBet." The Commission's official outcome was "Information not held."

The response explained the reasoning clearly: "As such, we would not have asked for 8xbet’s organisational chart."

This confirms that the UKGC's due diligence and information-gathering requirements are centred on the entity holding the operating licence, which is responsible for the activities of all its white label partners.

Implications for Consumer Protection

This distinction is significant for consumers. It underscores the importance of identifying the underlying licence holder when using a gambling website.

  • Transparency: While a brand like 8XBet may have a high-profile presence, its corporate structure is not a matter of public record held by the UK regulator. Consumers seeking to research the ownership and management of the specific brand they are using may find limited official information.

  • Accountability: In the event of a dispute that needs to be escalated, the responsible party is the licence holder—in this case, TGP Europe Limited. Any complaints or issues that cannot be resolved with the 8XBet brand would ultimately fall under the regulatory responsibility of TGP Europe.

  • Due Diligence: Gamblers are often advised to check an operator's licence status on the UKGC's public register. This case demonstrates that it is equally important to understand whether the brand is the licence holder itself or a white label partner operating under another company's licence.
