In response to a public query, the UK Gambling Commission (UKGC) confirmed that its public Register of Gambling Businesses is the definitive and accessible source for this information.

The Request for a Definitive List

On 13 October 2023, a member of the public submitted an FOI request asking for a "full list of licensed betting and casino operators in the UK." The individual stated their motivation was a desire to "play safely" but that they had been unable to locate such a list through their own searches.

This situation highlights a common and crucial concern for consumers: how to confidently identify which gambling websites and betting shops are operating legally and are subject to UK regulatory standards.

Why the Information Was 'Withheld'

The Commission's official outcome was to 'withhold' the information. However, this was not a refusal to be transparent. Instead, the UKGC invoked Section 21 of the Freedom of Information Act 2000, which exempts public bodies from providing information that is already "reasonably accessible elsewhere."

In its response, the regulator directed the requestor to its live Register of gambling businesses. The UKGC explained that this public register serves as the comprehensive list the user was seeking.

This response clarifies that the UKGC is not hiding a list of its licensees; rather, it maintains this information in a dynamic, publicly searchable database. This tool is central to the UK's regulatory framework, empowering consumers to perform their own due diligence.
