UKGC: No Staff at 2021 Climate Summit

A Freedom of Information (FOI) request has revealed that the UK Gambling Commission (UKGC) holds no records of any representatives attending the United Nations Climate Change Conference (COP26) held in Glasgow during October and November 2021.

The disclosure provides a small but significant insight into the regulator's operational focus and use of resources during that period.

Context: Transparency and Regulatory Focus

The FOI request, dated 20 April 2023, asked a direct question: "Were representatives from the gambling commission in Glasgow during COP 26?"

COP26 was one of the largest international events ever held in the UK, attracting tens of thousands of delegates, politicians, and observers from around the world. Questions regarding the attendance of public bodies at such events are often raised to ensure transparency and that public funds are being used appropriately.

For consumers, understanding how the UKGC allocates its resources is important. The Commission is funded by fees paid by licensed gambling operators, meaning its budget is indirectly sourced from gambling activity. This data helps confirm that the regulator's activities and travel expenditure are aligned with its core mission of making gambling safer and regulating the industry.

Details of the FOI Response

In its official response, the Gambling Commission stated it had conducted a review of its corporate travel data for the period in question.

The outcome was clear: "I can confirm that there is no recorded information held by the Gambling Commission falling within the scope of your request."

This type of response, categorised as "Information not held," is a definitive answer under the Freedom of Information Act 2000. It signifies that after a thorough search of relevant records—in this case, corporate travel data—no evidence of attendance was found. This is distinct from a refusal to provide information; it means the information does not exist within the organisation's records.

Significance for the Industry

The confirmation that no UKGC staff were recorded as attending the climate summit suggests the regulator remained focused on its primary duties. While networking at major events can be part of a public body's function, attendance at an event with no direct link to gambling regulation could have raised questions about priorities and spending.

This finding provides reassurance to consumers and industry stakeholders that the Commission's operational activities, at least in this instance, were concentrated on its specific regulatory remit. It serves as a data point demonstrating a degree of fiscal and operational discipline within the UK's gambling regulator.
