A Freedom of Information (FOI) request has revealed a significant surge in compliance activities undertaken by the UK Gambling Commission (UKGC), with the number of actions increasing more than nine-fold in the last two years.
Data released by the regulator shows that total compliance actions jumped from 1,029 in the 2022-2023 financial year to 9,724 in 2024-2025. The figures, disclosed following a request on 19 May 2025, paint a picture of a regulator intensifying its oversight of the industry.
What the Data Shows
The UKGC provided a comprehensive breakdown of its compliance activities over the last decade. While these actions are a key tool for ensuring operators adhere to their licence conditions, the volume of activity has fluctuated significantly.
After a dip to a low of 410 actions in 2021-2022, which the UKGC partly attributes to the impact of COVID-19 lockdowns on land-based venues, the numbers have rebounded dramatically.

In its response, the UKGC clarified that an initial, narrower set of data it supplied contained errors and could have created a "misleading impression" of declining activity. The Commission explained that "full assessments" are just one of many compliance tools it uses.
The corrected, broader data includes the full range of compliance activities and reflects a strategic shift. The UKGC stated it has "moved away from a high volume of small-scale assessments to larger scale assessments of licensed operators."
The regulator also highlighted its increased investment in technology to better scrutinise the growing online gambling market. The dramatic spike in actions over the past two years is directly linked to this new approach.
According to the UKGC, the increase "reflects a change in our requirements on operators to report data to us and where we carried out focussed action to ensure compliance with the new requirements."
