Regulator Met on Betindex Actions in Early 2020

A Freedom of Information (FOI) disclosure has confirmed the UK Gambling Commission (UKGC) held a meeting to discuss Betindex, the company behind the collapsed gambling platform Football Index, more than a year before it went into administration.

The information, released following a request made on 26 April 2022, consists of a partially redacted email trail regarding a meeting on 14 February 2020 titled 'Follow Up Meeting for Betindex – IMG Action'.

Context: The Football Index Collapse

This disclosure is significant for consumers due to the timeline it establishes. Betindex, trading as Football Index, was a platform that allowed customers to bet on the future performance of football players. It collapsed in March 2021, leading to an independent investigation and substantial financial losses for thousands of customers.

The fact that the UKGC was holding follow-up meetings to discuss specific 'actions' related to the operator in early 2020 indicates that the company was on the regulator's radar long before its eventual failure. This adds a new data point to the public understanding of the UKGC's oversight of the firm.

Details of the Disclosure

The FOI request specifically asked for the minutes of the meeting. In response, the UKGC provided a redacted PDF document containing an email exchange from the day of the meeting.

The Commission applied two sets of redactions to the document:

  • Personal Data: Information that could identify individuals was removed, which is a standard procedure under section 40(2) of the Freedom of Information Act to comply with data protection laws.
  • Scope: The UKGC also redacted an email at the start of the chain, stating it did not fall within the scope of the request.

Because of these redactions, the full substance of the discussion, the nature of the 'IMG Action', and the specific concerns being addressed remain unknown to the public.

Significance for Consumers

For consumers, this release underscores the long history of regulatory engagement with Betindex. While the disclosure does not reveal the content of the regulator's concerns, it confirms that formal discussions about the operator were taking place at a high level.

The partial nature of the release also highlights the ongoing challenge of achieving full transparency in regulatory matters. While the UKGC is bound by data protection and other laws, the redactions mean that a complete picture of its actions leading up to the Football Index collapse is not yet available. This information is crucial for consumers and policymakers seeking to understand how the failure occurred and how to prevent similar situations in the future.
